Pixel counts are the inch dimensions multiplied by the dots per inch and rounded to whole pixels (A-series sizes are defined in millimeters and divided by 25.4 first). They say how many pixels fill the sheet at that density, not what any printer or service requires. Points are 1/72 in, the unit page-layout and PDF software uses for page size.
What the numbers mean
Neither sheet contains the other. A3 is wider, Tabloid is taller, so a page laid out for one size does not fit the other at 100%.
A Tabloid layout on A3 paper loses 0.46 in (11.8 mm) at the top. Scaling to 97% (420 ÷ 431.8) fits it (the scaled page is about 271.8 mm wide), leaving 25.2 mm of blank width in total, about 12.6 mm on each side if centered. An A3 layout on Tabloid paper loses 0.69 in (17.6 mm) on the right. Scaling to 94% (279.4 ÷ 297) fits it.
A3's 1 : √2 ratio means two A3 sheets side by side make exactly one A2, and one A3 folded in half makes one A4. Tabloid has a halving rule of its own: folded in half, one Tabloid sheet makes one Letter sheet (8.5×11 in). What the ANSI sizes do not keep is the shape. The long side is about 1.55 times the short side on Tabloid and about 1.29 times on Letter, so a layout does not carry over between the two without new margins. In the A series the shape stays the same at every step.

Is Tabloid (11×17) bigger than A3?
Neither sheet fully contains the other. Tabloid (11×17 in / 279.4×431.8 mm) is 0.46 in (11.8 mm) taller than A3 (11.69×16.54 in / 297×420 mm), but A3 is 0.69 in (17.6 mm) wider than Tabloid. A3 has a slightly larger area: 1247.4 cm² vs 1206.4 cm².
Can I print a Tabloid document on A3 paper?
Not at 100% scale. Tabloid is 0.46 in (11.8 mm) taller than A3, so the top of a Tabloid layout falls off an A3 sheet. Scaling to about 97% (420 ÷ 431.8) fits it (the scaled page is about 271.8 mm wide), leaving 25.2 mm of blank width in total, about 12.6 mm on each side if centered.
Can I print an A3 document on Tabloid paper?

Is Ledger the same size as Tabloid?
Yes — the same 11×17 in (279.4×431.8 mm) sheet, ANSI B in ASME Y14.1. The two names refer to the two orientations of that sheet: the ANSI Blog describes ANSI B as coming "in two forms: ledger and tabloid, at 11”x17” and 17”x11”, respectively". Whichever of the two names a printer driver or a print shop uses, the sheet is 11×17 in, and everything on this page applies to it.
